Just locking down for a short period of time is not enough, since small amounts of non-compliance will result in new outbreaks. These have to be controlled by the test, trace, isolate method.

Another thing is to implement the proposal that Apple and Google made that apps on smartphones use bluetooth to identify and keep a list of the other smartphones that they have been near. Then if someone tests positive, you can read out the list of close contact smartphone identifiers. This is then used by public health workers to contact the users of those close contact smartphones. It was a sound plan, but no effort was put into implementing it.
