On the two other plays, Refs could have called OFFENSIVE or DEFENSIVE pass interference, depending on which they saw. In both cases where you listed the Green Bay player as being interfered with, the Green Bay relievers had put their hands on the defender first or simultaneously to push the defender off, you can clearly see that in the video that you posted, the Green Bay player pushed back on the Tampa Bay player with his right arm, the Tampa Bay player then pushed back with his left arm before cutting in front to intercept the ball - in a rapid sequence situation like that, if a Ref saw the Green Bay player push off the Tampa Bay player with the right arm, offensive pass interference would have been called, if the Ref had only seen the Tampa Bag player push back after the Green Bay player moved his right arm toward catching the ball, then defensive pass interference would have been called. In both cases, it looks like the Refs were not positioned to catch either push off, since both were fairly well hidden, IMO.
