if you look at the Pentagon/Miller's actions greatly restricting the ability of the DC National Guard to respond to the rioters, they were right to be concerned, in hindsight. It wasn't an overt military action for a coup, but rather a holding-back of capabilities to respond to the mob to allow it to progress to the halls of the Capitol.
