The initial cop is very patient and tries to console the young girl who evidently saw her mother assault her father. The mother has custody of the girl but the way she yells and treat the 9 yo, I don't know why she has custody. She is very abusive.

I think the cop was trying to get her into the car so he could find out what the background of why she was running away from her mom. It wasn't until the 2nd cop arrives that it gets very ugly. He first yells "get her into the car", then at the 15:52 mark he says, "just spray her". The 2nd cop was as abusive as the mom. At one point I count 6 cop cars all there to subdue a hysterical 9 yo girl who saw her dad assaulted.
