former presidents do get a travel allowance and some staff, but IIRC it is limited. And any venue that doesn't get paid in advance for security, clean-up, and other items is going to get screwed.

There is that big slush fund he raised after the election, supposedly to "investigate voting irregularities" or whatever, but he's not going to spend what he considers his money.
