They both involve background checks of differing degrees. And the level of checks has changed over the years.

Access to the NMCC (TS/compartmentalized) didn't automatically give access to DOE resources. And vice-a-versa.

However when the heavy hands of politics weighs on the scales of access, all bets are off. Witness Trump/Kushner.
