Because they have to read them first, and consider whether they'll cause trouble. If all social media, blog and discussion board content has to be pre-approved (not necessarily legally, just by someone with a general idea of what's acceptable and what's not) , the web will work as a fraction of its current pace, and could require people wishing to comment to pay (small blogs can cope with checking a few comments without charging, but DU couldn't, let alone Twitter or Facebook).
