The NTSB will be in charge, but the “parties,” and that is the term used, could include the airline, the airframe manufacturer, the engine manufacturer, the pilots’ representatives, the mechanics’ representatives, air traffic control representatives, and others. The FAA is always a party in such an investigation. I am a former airline accident investigator with the Air Line Pilots Association (ALPA-AFLCIO) representing the pilots, as a party, in such proceedings.
