Scientific decisions should be made by assigning scientists to carry out and evaluate research, etc.; IOW, you want the best scientific minds dedicated to the science, not running a huge governmental agency. A good administrator doesn't make all the decisions, they delegate them to the best people for the job, let those people dedicate 100% of their attention to the issue at hand, and then rely upon their advice.
