...to put the burden on those who would sustain it. Make them actually keep talking, camping out in the Senate hallways, etc. The way it's structured now, it takes almost no effort for a bloc of forty Senators to essentially kill a bill. That wasn't what a filibuster was meant to do. Make it so that, eventually, those doing the filibustering need to be careful to not fall asleep (literally or figuratively) and thus lose their right to stonewall needed legislation.
