reported when Costco paid their employees more, other businesses followed and nothing dire happened.

The federal gov't contracts out a lot of services like janitorial and food services. This will certainly help these folks or the gov't will take back these functions because it's overall cheaper, then it means more workers will have a job with benefits and a pension.
