I used to work for the city of Capitola on their Art and Wine Festival and their Begonia Festival. I'd solicit local merchants to contribute stuff for various projects. I'll bet the students could spend their charity dollars at local merchants with a nice discount; they are usually glad for the business. That would be an excellent up-yours to Target!

I can't find a list of the emoticons here. Fortunately I have a few committed to memory.
