Doing reconciliation twice in one year may strike Mancin as breaking the traditional rule. The recent rule that the reconciliation bill of last month can be amended may strike Mancin as a dangerous notion. But Mancin already showed he will vote for one reconciliation bill per year, the traditional rule. So maybe Oct 1, the first day of the new fiscal year, this bill can pass.
