Cutting edge secrets don't stay secret for long in the modern world.

Stolen Manhattan Project secrets advanced Stalin's atomic bomb program by a year at two or most.

The most difficult hurdle in any cutting edge technology is knowing a thing is possible. After that it's just a matter of finding the intellectual and physical resources to make it so. China has no shortages of either.
