But, really, it doesn't matter. In the end, a homeowner can only find relief from the political networks that overtake these communities by finding a lawyer that is willing to take on a board of a super HOA, which probably has connections directly into the city government. I've tried looking, but no lawyer will commit to that kind of professional suicide. They won't take pro bono cases which will ultimately challenge the status quo. That's because the effort would probably uncover a lot of malfeasance that cuts into the legal profession.
