2. High school graduates should be better prepared for higher education

Our high schools (in some cases) have turned out graduates that were pushed up and out too many times. The kids who aren't the best students with the highest grades are sometimes left to shift for themselves. Getting by on a C average, not really learning much, and then showing up at college expecting things to be handed to them: this is not a recipe for success.

College professors are sometimes forced to teach basic facts and skills that their students should already know, and that's not a good use of instructors' time. Why are high school teachers "Teaching to the test" and then the teachers' pay-levels are adjusted to their students' test results? Wasn't this part of the "No child left behind" program? It's not working.
