it belongs to the state, managed by the state election board. Now, I think a good case could be made that the state election board in AZ has mishandled the ballots by turning them over to the fraudit. That seems like a more plausible tactic.

Once turned over to a 3rd party, it would seem to me that anything going forward would be invalid because chain of custody had been violated. That's like a prosecutor handing all physical evidence over to the defense team before trial, with no supervision or monitoring. Anything the fraudit comes up with might be good conspiracy theorist fodder, but shouldn't have any legal standing.
