Rosentstein is the one who stopped Mueller from following Other Guy's financial ties. Mueller thought the FBI was following up, FBI thought he was. Which is odd, because it was always about the money, and servicing a debt. Rosenstein certainly accomplished keeping HIS pension safe, if nothing else.
