Cost of punishment < Expected profits

So long as fines are all they suffer, there's no incentive to not rape the land around them (And, uh, that would be what you call legitimate rape, I think?). Criminal charges, prison sentences (and I mean real prison, not white collar summer camp), dismantling of their corporate empire - these things would dissuade them from their actions.
