who could disguise it by placing the elastic waistband so that it was concealed by the suit jacket and a fake front panel with a normal looking, even if non-functional, "fly." His poor tailoring (remember the weird, ill-fitting tux he wore to the State Dinner at Buckingham Palace?) has always been a mystery to me, unless his tailor is part of the resistance!
