So the system spends all this money and effort arresting him over and over again for pot and coke....you know, what every fraternity, sorority, and most wall street executives call a party.

Then they execute a no knock warrant to look for even more 'drugs'....with guns drawn....and kill him.

What a disaster the war on drugs has always been. All that money could have been spent to improve the community and offer state of the art addiction services to those who needed them.
