I think he is responding to people's demands to reopen. From his perspective, the vaccines are available to people who want them, so why not open things up? If unvaccinated people get sick, it's on them because they chose not to be vaccinated.

In the Buffalo area, Dem Congressman Brian Higgins is pushing for Canada to reopen the border.
