and may not have been in best control of his judgement at the time of the incident. People are human and some things will push us into places we have no control over. A traffic accident certainly qualifies as such.

However, it seems to me that a remarkable amount of time transpired between the event and re-opening the highway, during which certain facts might have been established by conscientious persons.

Accidents are often a sequence of unpredicted events leading to a dreadful conclusion. I suspect at the very least the driver not only witnessed the collision but may also have seen his future re-written in a moment. Not exactly what a professional politician would have expected nor be prepared to assimilate, let alone one of GOP's chosen.
