officially at peace with N. Vietnam. Remember the peace accords?

We pulled out embassy guards and evacuated a lot of civilians and "allies" in '75 as the N. Vietnamese moved in.

As to why the peace broke down, it rather depends on who you talk to; why the S. Vietnamese were so easily routed, ditto.

Like the Tet offensive, the pictures of the embassy evacuation are often not quote accurately presented.
