Karma is a widely used and nearly always misused word. In the Bhagavad Gita, Krishna says even he can not fathom the depths of karma's tapestry (my paraphrase).
While we think of karma as the just-deserts of a moral universe, karma actual means 'action'.
All actions bring results, wanted and/or unwanted.
No one acts except as motivated by a desire for the result of acting. Desire impels action.
There are essentially four results of any of our actions; say we need to cross the street, catch a bus to the airport.
1- The result is as we expected/ desired; we get to the airport and catch our flight.
2- The result is better than desired; a friend drives by, picks us up and treats us to coffee and a visit on the way to the airport.
3- The result is less than we expected; we cross the street but miss the bus.
4- the result is opposite (discontiguous) our desires; banana peel, slip, fall, bus runs us over.
When self-identity, desires, beliefs, thoughts, words, deeds, and activities are too subjective, it is hard to objectively judge the real from the unreal, the good for us from the bad.
Problems arise when ones 'self-identity' becomes too mixed up with labels, desires, beliefs, tribes, politics, etc.
Eventually, we are all slapped up-side-the head by the results of our bad karma, which is to say our ill-advised actions.
Bad and unwanted results will trouble those with too much ego-confusion, too little objectivity and mean spirits.
Reality does care whether we believe or not. Gravity will not be negated.
BTW, it is not ours to know what or when another receives their karmic-come-up-pence.
