13. He's getting a pass

Just following the law isn't always the moral thing to do. He's campaigning to be the President. Most people applying for that job will comply with the established customs simply because it's the ethical thing to do.

So it doesn't matter whether he's following the law because he also needs to answer to his employers which just happen to be us. Ethical behavior is an indication of personal character. Keeping secrets from your employers also indicates the type of character you have.
