the tory's were Crown sympathizers. Many of those same sympathizers were part of the gentry. And as such were also paying huge amounts for via the stamp tax, yet, they still supported the king even though his tax was killing them financially.

there are people who are willful authoritarians, even when those same authorities are screwing them.

change scares them.
