13. Yea, just was talking the worse case scenario, not predicting. Plus the Recall there is an abuse.

As you probably know, it started as a reform by the old Progressive movement, and the intention was idealistic to get rid of incompetent or criminal office holders , but it was turned into overturning election outcomes and an unscrupulous way to get the job.
