It was that most conservative of German Reichskanzlers, Prince Otto von Bismarck. He did it -- along with a government-paid old age pension scheme and a long-term disability program -- for two reasons: First, those three were major planks of the Socialist Party platform and he was willing to steal their thunder. Second, he thought they were good for the German people. The current German versions of all three are descended from Bismarck's programs.
