I think after 2000, we'd have a pretty nasty scene on our hands if there was an electoral tie and, say, Obama won the popular vote by 5% and the House handed the election over to Mitt Romney. It won't happen anyway, but if it did, I think the general agreement would be to vote for the candidate who won the popular vote.
