59. IIRC it wasn't "by the legislatures"

I seem to remember that in six states, Trump supporters ginned-up fake certificates of ascertainment and sent them in on the theory that the one that gets to the Archivist first is the one that counts.

Which, of course, isn't true - the official certificate needs to be signed by the governor and secretary of state, and sealed with the state seal. If it was "whoever gets there first wins," I'm fairly certain I could have found three Biden supporters in Coeur d'Alene, Idaho, who'd have signed a homemade CofA and we could have had it to Washington the day after the election.
