Let's repeat that: "Practicing members of the LDS Church regard the temple ceremonies, including the text of the endowment ceremony, as sacred and not to be divulged to the world or discussed with others. They take an oath not to make this information public." Does this not imply the very secrecy that you continue to deny exists? Why the continued defense of the indefensible?
Additionally, there is no mention in the site you linked of any mention of replacing the "civil government" with a "religious government administered by Mormons" as stated in the video linked by the OP. Why is that exactly? If it's not secret, why is it missing from the text on this site?
