The women you see dressed provocatively are usually not workers; they are tourists, just women out clubbing or undercover cops. Street workers will dress more modestly; clothes will be tight or clingy and shirts might be revealing, but mostly it's jeans or pants and a blouse like normal. I worked in jeans and T-shirts. When you're facing jail time if caught, you try to blend with the crowd as much as possible.
