and it would have been step 1 - Use Manchin (D?WV) to make sure the legislative filibuster remains.

Remember, Moscow Mitch refused to turn over Senate control because Schumer wouldn't promise not to change the filibuster.

Apparently Manchin did promise and Moscow Mitch got his way.
