Most people who are critical of Garland's pace of progress are not legal experts. And the vast majority of legal experts, as well as all the members of the House who sent contempt referral to DOJ, are wisely staying out of his hair.
Just to get an idea of how complicated this matter is, and how little difference Garland's discretion counts for, here is an article I found helpful:

And Garland does nothing. I hate to say this but I am leaning toward wanting Garland's removal
