fills in information to explain the headline and maintain journalistic "integrity"; the actual facts may tend to turn out to be much more positive, even vry good. Problem is, most people just check the headlines. And they'll still do their best not to allow people who read the article to take away a wholly positive impression.

In 2016 I used to count the negative-sounding NYT headlines in the political section about Hllary each day. Tended to run about 5 to 7 each day. Won another state primary? Headline might mention accusations of stealing it or stress a narrow margin as a near defeat, etc.
