make him sign an agreement to be quarantined, and then send a government plane to pick him up. Why can't he get home, they won't let him on a public plane?

I agree that payback is a beach, but he's a citizen and we could use some good PR here. Let's retrieve him and treat him. We lose nothing by doing that except the fuel costs, etc. Why haven't the Repubs picked him up?
