The driver drove through the parade at a high speed and did not even attempt to slow down afterward.

Also many states, including Wisconsin, have a statute called "Felony murder". You personally might interpret this as manslaughter, but many jurisdictions interpret this as felony murder. If the perp was committing a felony and someone dies, then it's felony murder.
