I thought it meant judging someone solely on the basis of appearance or ancestry.

It's a creepy picture, IMHO, and the kid looks like he's about 10. Why a news organization should choose to run it I don't know. The only one they had rights to? The only one in which the accused looks like a normal child? Trying to sway public opinion?
