Evangelicals are very fond of saying things like, "God guided me to do [such and such]," and they really mean it in most cases. It's a bit disconcerting when you're not used to it.

In the case of Mark Meadows, it sounds like he's just spouting b.s. that he knows will play well with the Teump humpers.
