Even if you limit it to public spending. You can calculate what the fraction is.

It's like giving someone a couple of quarters to buy a gallon of gas. Why even bother?

And don't get me started on the MTA's outstanding debt and the $55 billion repair and modernization costs. That money is a joke, and we could have gotten a whole lot more funding if not for Manchin and his fanclub.
