15. Rubber necking?

The rubber necking rant has always been a pet peev of mine. When there is an accident or emergency lights are flashing you are suppose to SLOW down. Yes this safety precaution does cause traffic back ups. Of course we are going to look while we are affording the police a measure safety.
I know completely off topic.
