To people like Epstein and Maxwell. I concur with the previous commenter that we need to teach our kids (both boys and girls) how to be on the lookout for scumbags like those two.

Now, having said that, I don't disagree with your statement that there should be a license required to become a parent. I mean, you have to have a license to own a gun, fish, hunt, or drive a car. But, we allow any 1D10T on the face of the planet (or in this case, in the US), an opportunity at the greatest responsibility you can have in life...all without having to prove that you're capable of handling it. It's a shame, really...
