It seems odd however, that anyone would expect the Administration to call it anything, until an investigation had established all the pertinent facts. I'm completely missing how labeling the attack as 'act of terror' or not, reflects poorly on the Administration either way. The wingnuts are hoping for a 'gotcha' moment that falls apart upon scrutiny.
