Even then, Sinema and/or Manchin (I especially do not trust him on this) might not vote for the voter bills, and it is highly unlikely any Rethug will actually vote for the bills.

Even IF you get a carve out, Manchin and/or Sinema might even then not vote for the bills, out of spite (and claim it was an illegitimate bypass).
