Secondly, that would never work even in a situation where the DOJ was co corrupted/compromised as to go along with it or Biden was so corrupt as to issue thousands of preemptive pardons.

Repukes would not agree to pass the legislation until they had some sort of guarantee, such as the pardons in hand -- because they would double-cross if it were them in that position, so they project that onto Dems/Biden -- at which time they would betray the deal and still not pass anything.
