That has always been the law in Texas. You can just show up to the polls, tell them your name & address, they look you up on the voter rolls, & then check your ID to make sure the information matches. So, yes, ID *IS* required IF you don't have your voter registration card (& most people don't---mine is on my fridge so I don't lose it)
This is why many people (self included) don't have a problem with showing ID at the polls. We're already doing it anyway. (Now what forms of ID count is another matter entirely....)

I early voted in TX. There was a sign posted: PHOTO ID IS NOT REQUIRED FOR THIS ELECTION.
