3. Part of the effect of sanctions is cutting off the Russian people

So the population is mostly watching State TV.

Much too soon for the sanctions to have effect.

Russia is a fairly independent country, self sufficient and don't forget, they were standing in bread lines just 20, 25 years ago...they're not going to freak out if McDonalds is out of Chicken McNuggets.

The sanctions will take hold over the next several months.

But right now, they're just going on with "business as usual", paying vendors in Rubles. I'd venture to guess they're freezing prices so food doesn't shoot up in price. If you operate your own economic bubble... it's not as susceptible as those nations with truly global economies.
