Is certain. He is a psychopath/sociopath just like Hitler was. No doubt he has some flunkies who are just as deranged as he is, happily doing his bidding, who are frothing at the mouth to do terrible things to the people of Ukraine (and other countries he conquers), just like the Gestapo and the SS did back in the day.
