Due to budget constraints, Russian pilots barely train enough to be proficient basic pilots.

With lack of practiced coordinated attacks and communications, the SAMs are just as likely to shoot down one of their own. In other words, they can’t be running attack missions while trying to pick out enemy planes with their long range SAMs.
